半年来骗取了４０余名外县学生的１３万元钱，为何郑延宏、聂丽霞这对夫妇骗人连连得手？

【案例正文】

以找工作、落户口为名，郑延宏、聂丽霞夫妇半年来骗取了４０余名外县学生的１３万元钱。日前，这对骗子夫妻被哈尔滨南岗警方刑事拘留。

　　９日上午，太平区团结锅炉厂的２０余名刚刚参加工作的青年工人一起到南岗公安分局刑侦二大队大案中队报案，讲述他们被骗的经过。郑、聂二人是双城人，在黑龙江省机械制造学校附近开了个学生食堂。去年年底，太平区团结锅炉厂到该校去招工，恰巧该厂负责人是郑的战友。随后郑便称，自己能给学生找工作，月薪１０００元，落哈市户口，如果工作表现好，过几年还能分房子。

没多久，先后有４０余名学生及家长找到郑，交上３０００元到１００００元不等的“办事费”。就这样，郑氏夫妻从学生们手中敛财１３万余元。工作了两个月的学生们见自己的工作环境和工资待遇与郑承诺的相差甚远，户口也没如期落下，便多次找郑氏夫妻询问，得到的答复竟是：现在没办法，只能这样了。

接警后，侦查员张发强、王加林立即赶到郑的住处，将郑、聂二人抓获。
